Shusha
Azerbaijan
Founded in 1752 by the Karabakh khan Panah Ali Khan, Shusha is designated Azerbaijan's cultural capital and is known historically as the cradle of Azerbaijani mugham music — earning it epithets such as "the Conservatory of the Caucasus" by the late 19th century. The town was occupied in 1992 and liberated by Azerbaijani forces in 2020, and is now undergoing reconstruction. It is also designated the 2026 tourism capital of the Economic Cooperation Organization.
